Mangalore University, a key academic institution in Karnataka, is under scrutiny for the alleged diversion of ₹7 crore allotted under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA-1). The funds were originally earmarked for the construction of separate hostels for boys and girls.
However, during a recent inspection by a State Higher Education Committee panel, the team was reportedly shocked to find that no such hostels existed. Instead, officials claimed that the money had been utilized to build an international students’ hostel, raising serious concerns about fund misuse.
Earlier, the university had submitted documents claiming two hostels had been completed, contradicting the on-ground findings. This discrepancy led to heated discussions in a high-level meeting headed by the principal secretary of the higher education department, also attended by the state planning director.
Following this, a show-cause notice was issued to the university, but sources say their explanation lacked clarity and credibility. Department authorities have proposed recovering the misused grant along with penalties.
Under RUSA-1 (2013–2017), which requires strict adherence to intended fund use, Mangalore University was allocated ₹3.5 crore each for boys’ and girls’ hostels. The funding model includes 60% from the central government and 40% from the state.
Higher Education Minister Dr M C Sudhakar confirmed the issue, stating that further action would follow after a complete investigation.
Meanwhile, Vice Chancellor Prof P L Dharma has launched an internal inquiry, and the finance officer has been served a notice. A report is expected within 15 days.
