New Delhi: Mangalore Refinery and Petrochemicals Limited (MRPL), a subsidiary of Oil and Natural Gas Corporation and a Schedule ‘A’ Mini Ratna Central Public Sector Enterprise, has received authorisation from the Petroleum and Natural Gas Regulatory Board (PNGRB) for the development of a dedicated Aviation Turbine Fuel (ATF) pipeline connecting Devangonthi to Kempegowda International Airport, Bengaluru.

The approval marks a major milestone in MRPL’s efforts to strengthen its downstream marketing infrastructure and expand its footprint in the aviation fuel business. The proposed pipeline will provide a direct and efficient transportation network for Aviation Turbine Fuel from MRPL’s Devangonthi Marketing Terminal to Bengaluru airport.

According to the authorisation granted by PNGRB, the project involves laying, building, operating, or expanding a petroleum and petroleum products pipeline dedicated to ATF transportation. The authorised pipeline system will have a capacity of 2.5 million metric tonnes per annum (MMTPA) and is scheduled to be completed within 36 months.

Dedicated ATF supply line for Bengaluru airport

The proposed ATF pipeline will connect MRPL’s Devangonthi Marketing Terminal to both the Existing Common User Fuel Farm Station and the Upcoming Satellite Fuel Farm Station situated inside Kempegowda International Airport Bengaluru.

Officials stated that the project will significantly improve the reliability and efficiency of aviation fuel transportation to the airport, reducing dependency on conventional road-based fuel logistics.

The project assumes considerable strategic importance due to the rapid growth of Bengaluru’s aviation sector. Kempegowda International Airport has consistently witnessed increasing passenger and cargo traffic over the years, strengthening Bengaluru’s role as a leading aviation, technology, and logistics hub in India.

Industry experts believe the dedicated ATF pipeline will help support the airport’s future expansion plans while ensuring uninterrupted fuel supply to airlines operating from Bengaluru.

Devangonthi terminal emerges as strategic infrastructure asset

MRPL’s Devangonthi Marketing Terminal has already developed into a key petroleum distribution infrastructure asset in the Bengaluru region.

The terminal located at Dodda Dasarahally in Bengaluru was commissioned for the dispatch of Motor Spirit (MS), High Speed Diesel (HSD), and Aviation Turbine Fuel (ATF). It receives finished petroleum products through the existing PMHBL pipeline originating from MRPL’s refinery in Mangaluru.

The facility was established to cater to the growing demand for petroleum products arising from expanding industrial, commercial, and retail activities in and around Bengaluru.

With the addition of the proposed ATF pipeline, MRPL is expected to further strengthen its presence in Karnataka’s fuel distribution and aviation infrastructure ecosystem.

Speaking about the development, Shri B. H. V. Prasad, Executive Director – Projects, MRPL, described the project as a major opportunity for the company’s long-term growth strategy.

He said the proposed ATF pipeline would support the increasing aviation fuel requirements of Bengaluru airport while also providing MRPL with a strategic platform to expand its hydrocarbon business presence in one of the country’s fastest-growing economic corridors.

The company views the project as an important step towards enhancing operational efficiency, improving supply reliability, and supporting the future growth of India’s aviation sector.

The initiative is also expected to contribute towards safer and environmentally efficient fuel transportation by reducing tanker movement on roads and enabling streamlined pipeline-based fuel delivery systems.

The approval of the ATF pipeline project comes at a time when India’s aviation industry is witnessing rapid expansion driven by rising domestic air travel demand, increasing cargo movement, and ongoing airport infrastructure development.
