Driving Tests at Private Institutions: Effective June 1, 2024, individuals can opt to take their driving tests at authorized private driving training centers instead of government Regional Transport Offices (RTOs). These institutions will conduct tests and issue certificates for license eligibility.
2. Environmental Focus: The new regulations target pollution reduction by phasing out approximately 900,000 old government vehicles and enforcing stricter car emission standards.
3. Stricter Penalties: While the fine for speeding remains between ₹1000 and ₹2000, minors caught driving will face a hefty fine of ₹25,000. Additionally, their vehicle owner’s registration card will be cancelled, and they will be ineligible for a license until 25 years of age.
4. Simplified Application Process: Documentation requirements for obtaining a new license have been streamlined. The specific documents needed depend on the type of vehicle (two-wheeler or four-wheeler), reducing the need for physical checkups at RTOs.
5. New Rules for Private Driving Schools: Private driving training centers must adhere to specific regulations, including minimum land requirements, provision of suitable testing facilities, and qualifications for trainers. Training durations for Light Motor Vehicles (LMV) and Heavy Motor Vehicles (HMV) have been stipulated to ensure comprehensive education and preparation.
6. Licensing-related Fees and Charges: The fees for various licensing-related services have been outlined, covering aspects such as learner’s license issuance, driving tests, driving license issuance and renewal, addition of vehicle classes, and more.
7. Application Process: The application process can be completed online or offline via the designated website. Applicants need to submit documents and demonstrate driving skills at the RTO for license approval.
These regulatory changes aim to modernize and standardize the process of obtaining a driving license in India, promoting safety, environmental responsibility, and efficiency.
