Udupi: A 32-year-old rowdy-sheeter under the jurisdiction of the Manipal Police Station has been detained under the provisions of the Goonda Act following an order issued by the District Magistrate and Deputy Commissioner of Udupi district.

The accused has been identified as Ganesh, son of Venkataramana, a resident of Netajinagar 4th Cross in 80 Badagabettu village of Udupi taluk. The preventive detention order was issued on June 1, 2026, based on a report submitted by the Superintendent of Police of Udupi district.

Detention ordered following police report

According to officials, the decision to invoke the Goonda Act was taken after authorities reviewed Ganesh’s criminal record and activities within the district.

The District Magistrate and Deputy Commissioner exercised powers available under the preventive detention law after receiving recommendations from the district police. Such measures are generally invoked against habitual offenders whose activities are considered a threat to public order and safety.

Following the issuance of the detention order, police initiated the necessary procedures to place the accused under preventive custody.

Accused linked to multiple criminal cases

Police records indicate that Ganesh is involved in nine criminal cases registered at the Manipal Police Station.

The cases include allegations related to attempted murder, assault, unlawful assembly, offences against women and theft. Authorities stated that the accused has been under the watch of law enforcement agencies due to his repeated involvement in criminal activities.

Of the nine cases registered against him, three have ended in acquittals. Four cases are currently under trial before the courts, while two cases remain under investigation.

Police officials maintain that the cumulative nature of the allegations and pending cases formed the basis for recommending preventive detention.

Preventive detention under Goonda Act

The Goonda Act is used by authorities as a preventive measure to curb activities of habitual offenders and individuals considered capable of disturbing public peace and order.

Unlike regular criminal proceedings, preventive detention is aimed at preventing future offences rather than punishing past crimes. Authorities may invoke the law when they believe an individual’s continued presence in a particular area could pose a risk to society.

Officials stated that the detention order was issued after following the prescribed legal procedures and examining the available records.

Lodged in Kalaburagi Central Prison

Following the execution of the detention order, Ganesh was shifted to the Central Prison in Kalaburagi.

He will remain under preventive detention for the period specified in the order issued by the competent authorities. Prison authorities have taken custody of the accused in accordance with the directives issued by the district administration.

Police said the move is part of ongoing efforts to maintain law and order and prevent criminal activities within the district.

Police continue crackdown on habitual offenders

Law enforcement agencies in Udupi district have been taking measures against habitual offenders and individuals with repeated criminal records. Preventive detention laws are occasionally invoked against rowdy-sheeters when authorities believe ordinary legal measures are insufficient to prevent further offences.

Officials said such actions are intended to enhance public safety and strengthen confidence among residents by addressing recurring criminal activities.

The district police continue to monitor individuals with extensive criminal histories and take legal action whenever required under the provisions of law.

Conclusion

The detention of a rowdy-sheeter under the Goonda Act marks a significant preventive action by Udupi district authorities. With nine criminal cases registered against him, including charges related to attempted murder, assault and theft, Ganesh has been placed under preventive detention and lodged in Kalaburagi Central Prison as part of efforts to maintain public order and safety.
