Udupi: In a firm move to discourage tobacco use among young people, the Udupi district administration has cancelled licences of 12 shops caught selling tobacco within 100 metres of educational institutions — a clear breach of the Cigarettes and Other Tobacco Products Act (COTPA), 2003.

Deputy Commissioner Vidya Kumari K, who led the district-level COTPA review meeting on Thursday, said the action was triggered by complaints from 38 schools and colleges reporting such violations. “Despite strict regulations, tobacco sales continue near campuses, endangering student welfare. This will not be overlooked,” she stated.

Out of the penalised outlets, 11 were situated in Manipal and one in Byndoor taluk. The administration has directed local authorities to ramp up inspections and crack down on other violators. “If repeat breaches occur, stricter legal action will follow,” the DC warned.

The district is also pursuing wider tobacco-free campaigns. Kodi Bengre has already earned the title of a tobacco-free village, and more such designations are underway. In urban areas, three apartment complexes—Classical Nest (Udupi), Panchami Residency, and Ganga Paradise (Karkala)—have been honoured as smoke-free societies.

The DC stressed the importance of awareness alongside enforcement. “Parents play a pivotal role in preventing tobacco addiction. Vigilance must begin at home,” she added. She also urged panchayat officials and elected representatives to lead awareness drives.

In April, 71 cases under COTPA were booked, with fines totalling ₹11,400. Another 11 infractions at the district hospital led to penalties of ₹1,100. Routine checks have been ordered to ensure continued compliance.
