The Federal Bureau of Investigation (FBI) has announced a reward of up to $25,000 for information leading to the arrest of Cindy Rodriguez Singh, a 39-year-old mother wanted in connection with the murder of her six-year-old son, Noel Alvarez, in Texas.
Cindy Rodriguez Singh, who is believed to be in India with her husband, Arshdeep Singh, and their six other children, has been sought since March 2023. She has ties to both India and Mexico, complicating the search for her. The case first came to light when Everman Police officers conducted a welfare check on Noel Alvarez in March 2023, following a tip from the Texas Department of Family and Protective Services.
During the investigation, Singh falsely claimed that Noel was living with his biological father in Mexico and had been there since November 2022. However, it was later discovered that the child did not board the international flight to India with Singh and her family on March 22, 2023.
In October 2023, Cindy Rodriguez Singh was charged with capital murder by the District Court of Tarrant County, Fort Worth, Texas. A federal arrest warrant was subsequently issued on November 2, 2023, in the United States District Court, Northern District of Texas, after Singh was charged with unlawful flight to avoid prosecution.
Singh, born in Dallas, Texas, in 1985, is 39 years old, stands between 5 feet 1 inch and 5 feet 3 inches tall, and weighs 120-140 pounds. She has a medium complexion, brown eyes, brown hair, and tattoos on her back, both legs, right arm, right hand, and right calf.
FBI Special Agent in Charge Chad Yarbrough emphasised the urgency of Singh’s capture: “Cindy Rodriguez Singh is wanted for allegedly murdering her young son. I am confident that the combination of publicity, significant reward offering, and the team of experienced investigators assembled by the FBI Fort Worth Resident Agency violent crime squad, Everman Police Department, Tarrant County District Attorney’s Office, and Texas DPS-Texas Rangers will lead to her arrest. The community of Everman needs justice for Noel.”
Everman Police Chief Craig Spencer also highlighted the critical importance of Singh’s capture, stating, “The immediate capture of Cindy Rodriguez Singh is so incredibly important in the interest of justice, the safety of our communities, as well as the safety of the other children in her custody.”
The FBI is actively seeking tips from the public to locate Cindy Rodriguez Singh and bring her to justice. The substantial reward underscores the seriousness of the case and the commitment of law enforcement agencies to resolve it.
