In a major step toward better urban planning, the Karnataka state government has notified changes to the zonal regulations under the Revised Master Plan (RMP) 2015, effective August 1. The amendment introduces clearly defined setback norms for buildings citywide, especially focusing on those taller than 12 metres.
Setback refers to the mandatory open space between a building and its plot boundary. In Bengaluru, where vertical construction has rapidly increased, setback standards have often lacked consistency. The newly codified rules aim to eliminate ambiguity, particularly for buildings of varying heights and those featuring stilt floors used for parking.
For plots up to 4,000 sq.m, the minimum setback required is 1.5 metres at the front and 1 metre on the sides and rear. On plots larger than 4,000 sq.m, a uniform 5-metre setback is mandated on all sides.
For 12–15 floor buildings without stilt floors, a 5-metre setback is compulsory. Buildings with 15+ floors will require more setback space depending on height, to ensure improved light, ventilation, and emergency access.
Importantly, stilt floors (maximum 3m high) will not be counted in the total building height if the structure remains under 15 metres. The same applies to ongoing projects, which can revise their plans to incorporate stilt parking without height penalties.
These rules will apply to all new constructions, including those with approved or modified plans.
