D. K. Shivakumar has launched the ‘Bhoo Guarantee’ scheme aimed at providing digitised property records and simplified khata services for nearly 23 lakh property owners in Bengaluru.
The initiative, introduced under the “Nanna Khata, Nanna Hakku” (My Khata, My Right) programme, seeks to regularise property documentation and reduce corruption linked to land records and khata services.
Major relief for B-khata property owners
Under the scheme, owners of B-khata properties can convert them into A-khata by paying only two per cent of the guidance value instead of the earlier five per cent, provided applications are submitted within 100 days.
Officials said Bengaluru currently has nearly seven lakh B-khata properties and around 16 lakh A-khata properties. Many B-khata owners have faced difficulties obtaining loans, selling property, or securing legal documentation.
The government described the move as a one-time settlement window aimed at helping property owners regularise their holdings.
E-khata camps to begin across Bengaluru
The Karnataka government will organise e-khata open house camps every Saturday for three months starting May 16 across multiple locations in Bengaluru.
These camps will help citizens with property registration, khata conversion, document verification, GPS mapping, and grievance redressal.
According to Shivakumar, over 7,000 property-related files have already been digitised and scanned to prevent tampering and manipulation of land records.
GIS mapping and property reforms planned
The scheme also proposes GIS mapping, drone surveys, Aadhaar-linked ownership records, and digital delivery of property documents to improve transparency.
The government additionally announced relaxations in setback violation norms and concessions for Bengaluru Development Authority property settlements.
Officials said the broader goal is to modernise Bengaluru’s land record system and simplify property ownership processes for citizens.
