The Karnataka Lokayukta on Friday initiated a suo motu investigation into allegations of mismanagement, irregularities, and malpractice at the State-run Kidwai Memorial Cancer Hospital, following an anonymous complaint.
Surprise inspection reveals lapses
Lokayukta Justice B.S. Patil carried out a surprise inspection, noting that prior notice to hospital authorities could have led to evidence being destroyed. During his visit, several shortcomings in hospital management came to light.
The hospital, which is overseen by an IAS officer with additional administrative charge, was found to lack full-time leadership, as the officer visits only once a week. A shortage of doctors and support staff was flagged as a major concern, particularly given the hospital’s heavy patient load.
Medicine shortage and malpractice allegations
At the Central Drug Store, officials informed the Lokayukta that the State covers 40% and the Centre 60% of drug costs, ensuring that high-cost medicines are sold at subsidised rates.
However, patients complained that essential medicines such as Enzalutamide 160 mg and Exylete were unavailable at the hospital pharmacy. Allegations surfaced that some staff were directing patients to private medical stores to buy these drugs, undermining the affordability scheme.
The Lokayukta directed the hospital director to take immediate action against such practices and submit a compliance report.
Hospital performance and statistics
Dr. Arun Kumar from the Paediatric Department briefed the Lokayukta that the hospital had registered 618 new cancer cases in the past year, with a recovery rate of 60–65%. He also noted that in the last 18 months, Kidwai had successfully conducted 15 bone marrow transplants, benefitting 30 children and 85 adults.

Justice Patil instructed the inspection team to carry out a comprehensive audit of all departments and prepare a detailed report on the irregularities.
The findings are expected to play a crucial role in shaping reforms at one of the State’s most important cancer care institutions.
