Puri: The Puri district administration has declared a 5-kilometre radius around the holy town a ‘No Flying Zone’ for drones from July 16 to July 27 as part of enhanced security arrangements for the annual Jagannath Rath Yatra. The restriction has been imposed to ensure the safety of millions of devotees expected to participate in one of India’s largest religious festivals and to guard against potential aerial security threats.

The order prohibits the operation of unauthorised Unmanned Aircraft Systems (UAS), including drones, within the notified area throughout the festival period. Officials said the temporary restriction is intended to facilitate the smooth and secure conduct of the Rath Yatra amid heightened security concerns.

Drone ban to remain in force until July 27

According to an official notification issued by the Puri district administration, the no-fly restriction will remain in force from July 16 to July 27, covering the entire duration of the Rath Yatra celebrations.

The administration stated that the order has been issued in the interest of public safety, security and the maintenance of law and order, considering the massive influx of pilgrims expected during the festival.

The notification specifically bars the operation, launching or flying of drones and other unmanned aerial vehicles within a 5-kilometre radius of Puri town during the notified period.

Measure aimed at preventing aerial threats

Authorities said the restriction has been imposed in view of the prevailing security scenario and the possibility of threats arising from the unauthorised use of drones.

The administration noted that controlling aerial activity is an important component of the comprehensive security plan for the festival, which attracts lakhs of devotees from across India and abroad every year.

Police and security agencies have already stepped up surveillance in Puri, including conducting anti-terror preparedness exercises ahead of the event.

Exemptions for authorised government agencies

The prohibition will not apply to drones operated by authorised government agencies carrying out official duties.

These include operations related to:

  • Aerial surveillance
  • Security operations
  • Aerial photography and videography
  • Mapping and documentation
  • Disaster response
  • Other official purposes approved by the district administration in consultation with the Superintendent of Police, Puri

Only agencies with prior authorisation from the competent authorities will be permitted to operate drones during the festival period.

Legal action for violations

Officials have warned that any unauthorised drone activity within the notified area will invite strict legal action under applicable laws governing aircraft operations and drone usage.

The administration has urged drone operators, photographers and visitors to comply fully with the restrictions to ensure the smooth conduct of the festival and avoid legal consequences.
