Karnataka Government Requires Registration for IAS/KAS Coaching Centers

The state government, citing concerns about the quality of coaching institutes offering preparation for competitive exams, has mandated that these institutions, including those providing training for IAS and KAS exams, must register with the Department of Collegiate Education. In a recent circular, the government has outlined a registration process requiring institutes to pay a fee of Rs 25,000 within 15 days, with a warning of potential action under the Karnataka Education Act for non-compliance.

Presently, many coaching institutes operate under the status of societies or trusts, holding trade licenses issued by local bodies. The government’s move aims to curb the proliferation of coaching centers and enforce a 2006 government order that mandated registration, though it had not been effectively implemented until now, as per a senior official.

To address concerns about the quality of coaching, the department plans to conduct inspections of coaching institutes across the state. After the registration deadline, a dedicated team will verify if these institutes meet specified conditions. These conditions include the installation of surveillance cameras, provision of drinking water, separate toilets for men and women, well-equipped libraries, spacious classrooms, possession of PAN and GST numbers, employment of qualified teaching staff, facilities for differently-abled individuals, and submission of details regarding Income Tax returns.

Coaching institutes providing preparation for exams like IAS and KAS offered post-pre-university, are required to register under the Department of Collegiate Education (Higher Education). On the other hand, those covering entrance exams such as CET and NEET should register with the Department of Pre-University Education. However, reports suggest that many institutes have not completed the registration process.

Y K Puttasome Gowda, a retired IAS officer and founder-president of the Krishik Sarvodaya Foundation offering competitive exam coaching, has praised the government’s decision, viewing it as a positive step towards maintaining quality in coaching institutes.
