Mangaluru Police Commissioner Anupam Aggarwal has announced guidelines for New Year celebrations within the Mangaluru City Police jurisdiction, emphasizing public safety and law enforcement.
Key guidelines include:
Prior Permission: All hotels, restaurants, clubs, resorts, and other venues hosting New Year events must seek prior permission from the Mangaluru City Police by 5 pm on December 23. Unauthorized celebrations will not be allowed, and legal action will be taken against violators.
Event Timing: New Year programs must conclude by 12 midnight. No events are allowed to continue after this time.
Health Protocols: Organizers must comply with any government health advisories, including COVID-19 protocols, if applicable.
Alcohol Sale: Written approval from the Excise Department is required for the sale and distribution of alcohol. Smoking and drinking are banned in public areas such as parks, bus stands, and railway stations.
Noise Control: Prior permission is necessary for using loudspeakers or sound systems. Sound levels must adhere to the Noise Pollution Rules 2000 and Supreme Court guidelines. DJ performances are prohibited.
Public Safety: Organizers must implement measures to ensure safety, including parking arrangements and emergency medical services. Alcohol cannot be served to those under 18, and minors must be accompanied by parents to attend such events.
Prohibited Activities: Obscene performances, gambling, and other inappropriate behavior are strictly prohibited. Special teams will monitor for harassment or violence against women.
Public Disturbance: Disturbance to residences or public spaces will not be tolerated. Legal action will be taken against those engaging in illegal activities, including drunk driving and reckless behavior.
Fireworks: The burning of fireworks that disrupt public peace is prohibited. Organizers must ensure fire-fighting and emergency services are available.
