The victim, Yuvraj Goyal, was fatally shot in broad daylight shortly before 9 am on Friday in Surrey, British Columbia. Goyal, a resident of Surrey, was identified by the Integrated Homicide Investigation Team (IHIT) on Saturday.

The suspects, identified as Manvir Basram, 23, Sahib Basra, 20, Harkirat Jhutty, 23, all residents of Surrey, and Keilon Francois, 20, from Ontario, were arrested in relation to the killing.

Surrey RCMP officers responded to the shooting report on June 7, discovering Goyal deceased. Investigators initially deemed the incident a “targeted shooting” but are now probing the motive, as Goyal had no prior police involvement and was not linked to gang activities. IHIT spokesperson Sergeant Timothy Pierotti stated, “IHIT investigators remain committed to uncovering why Mr. Goyal became the victim of this homicide.”

Additionally, officers responded to a vehicle set ablaze shortly after the shooting, a characteristic sign of gang-related activity.

The four suspects are facing charges of first-degree murder.

Harkirat Jhutty, one of the apprehended individuals, was previously subject to a public warning issued by Surrey RCMP in December 2022, along with Karnvir Garcha. The warning highlighted the significant threat posed by their involvement in criminal activities and high levels of violence, urging caution to anyone connected to or in proximity to them.

Karnvir Garcha, 25, was fatally shot in Coquitlam, British Columbia, in July 2023, potentially another casualty of the ongoing gang conflict in the region.
