Ahead of the presentation of the Union Budget 2026–27, the traditional Halwa Ceremony was held at North Block, marking the final and most symbolic stage of India’s annual Budget-making process.

Why is the Halwa Ceremony held?

Deeply rooted in Indian tradition, the Halwa Ceremony reflects the belief that any important or auspicious task should begin — or conclude — with something sweet. In the context of the Union Budget, the ceremony signifies that all major policy decisions, numbers and allocations have been finalised and are now ready for printing.

It also marks the formal start of the strict “lock-in” period for officials involved in Budget preparation.

What is its significance?

The ceremony serves as a ceremonial send-off before around 60–70 officials enter a secure, basement-level quarantine at North Block. During this period, they are completely cut off from the outside world to ensure absolute confidentiality and prevent any leak that could influence markets.

It is also a gesture of appreciation by the Finance Ministry to the many officials, clerks and printing staff who work behind the scenes for months to prepare the Budget document.

What happens during the ceremony?

As per tradition, the Finance Minister — currently Nirmala Sitharaman — stirs the kadhai of halwa first. The sweet dish is then served to all officials and staff associated with the Budget exercise.

This symbolic act officially signals that the Budget is “locked”.

What is the ‘lock-in’ period?

Once the Halwa Ceremony concludes, the lock-in period begins. Officials remain inside North Block until the Budget is presented in Parliament on February 1. They are not permitted to use personal phones, internet or any communication devices, and contact with family members is restricted.

Why was the ceremony skipped in 2022 and held twice in 2024?

The Halwa Ceremony was not held in 2022 due to the COVID-19 pandemic. In 2024, it took place twice because it was an election year — once before the Interim Budget and again after the elections ahead of the full Budget exercise.
