Building bylaws, licence fee set for revision after govt approval

Mysuru: After 20-years, the civic body is all set to amend the building bylaws. The Mysuru City Corporation (MCC) council agreed to send a proposal to the government for its approval at a council meeting on Tuesday.
The existing building bylaw was amended in the year 1994 and fee for various facilities like UGD, debris collection, permit were being collected as per the bylaw.

Proposing the amended bylaw before the council members, president of MCC Town planning and development standing committee Shivakumar said the committee, considering the welfare of citizens and also MCC, has proposed 28 amendments to the existing building bylaw. Construction works is one of the major sources of revenue for the civic body and old charges made MCC suffer economic loss and therefore the proposed amendments.

Mayor R Lingappa approved the sending of the proposal to the government after reconsidering the prices and few changes in proposed bylaw. The Mayor said the new bylaw should be in favor of poor people and thus a few changes will be made before sending it for approval.

MLA Vasu said the city has 29 illegal layouts and thus more civic issues are on the rise. The unauthorized layouts are posing problems for drinking water and other basic facilities in city. The private players concentrate only on the development of their property and not on the extension of the city, said MLA.

He pointed that there is a need of scientific and systematic laws to control illegal structures and layouts for the healthy development of city. Both civic bodies, MCC and Mysuru Urban Development Authority (MUDA) have equal responsibility in drafting norms. MUDA has no lands to develop new layouts and thus the private parties lobby is rampant, he added.

Citing extension of roads in city, MLA said that the authorities have been planning to extend Irwin road, D Subbaiah road, Kalidasa road from past 30 year but all efforts went in vain due to various reasons. Despite growing population, city has not extended and is managing with same geographical area. He urged the MCC to concentrate on upcoming layouts as they will not be a burden for the development of the city.

As a large number of residents own cars in the city, parking foot paths and roads have turned into parking space and thus the committee has proposed parking space mandatory in newly-built houses. But, the authorities have reduced the parking space from a minimum of 3X6m to 2.5 X 5.5m.

The new fee for building license of a house on 30×40 foot site will be Rs 35,495. The existing fee is Rs 28,995. Revision of the building license fee will be Rs 4 per square meter for residential houses and Rs 12 per square meter for commercial buildings.  They have also stipulated that solar water heaters be mandatorily installed for newly built houses. The Rules stipulate that  100 and 200 liter capacity solar heater should be installed for houses in 30×40 feet and 40×60 feet sites, respectively.

The increase in the fee collected for underground drainage, debris removal, ground rent and revision of sanctioned plan are also included in the proposal.
